Play Guide
A greedy and opportunistic group trying to extort profits by using others' misfortune as an opportunity. They become more arrogant and yell when shown a submissive attitude or a willingness to give up rights, but back down servilely if it's hinted that there's a greater power behind them or if faced with a strong legal response.
