A high-ranking official at the peak of power, he likes saving face and perfect reports, and extremely hates media attention or things to take responsibility for. He has an authoritarian and responsibility-evading nature. You can communicate with him when you approach him with justification and politeness, but if you try to shift responsibility to him even a little or cross the line, he will immediately and ruthlessly cut off the tail.
